Difficult to achieve $500 billion investment target in infrastructure. India
The Government may find it extremely difficult to achieve the investment target of $500 billion for the infrastructure sector during the XI Plan due to shortage of long-term finance, according to the Economic Survey for 2008-09.

Estimates show scale of PFI value.UK
CLOSE to £140 million will be paid out by Islanders over the 25 years of the Private Finance Initiative (PFI) to rebuild roads.
The Isle of Wight Council estimates the PFI could be worth £860 million in total investment.
This would be made up of £325 million in government credits, the £140 million in the Isle of Wight Council highways maintenance budget over 25 years (currently estimated at £5.5m annually) plus increased value of the money.

Three groups of companies have been asked by the Alberta government to submit proposals as to how they would build and maintain 10 new elementary and junior high schools.
Provincial officials said Thursday that companies involved in the Alberta Public Private Learning Excellence (APPLE) Group, Build II Learn and Plenary Lend Lease (PLL) Education Alberta, have all been asked to come up with detailed proposals by March 2010 as to how they would pursue the projects and how much they would charge the province.

Kamal Nath seeks co-operation from Haryana CM in implementation of future PPP Projects. India
The Road Transport & Highways Minister Shri Kamal Nath sought the co-operation of the Haryana Chief Minister, Shri B. K. Hooda in giving fillip to the future PPP (Public Private Partnership) projects. He impressed upon Shri Hooda to sign the Umbrella State Support Agreement without any further delay so as to ensure that the projects which have been started does not suffer. Better co-ordination between the Haryana & Delhi Government for providing alternate road connectivity to ease out de-congestion between Delhi – Gurgaon was stressed upon by the Minister.

The Pune Municipal Corporation (PMC) has floated a tender to lend its six-storyed building in Kothrud to a private body for starting a 45 bed
hospital. The project will be on a build, operate and transfer (BOT) basis and will be given to a contractor for a period of 10 years.

Baltimore Terminal Gets Two Bidders. US
Ceres Terminals and Ports America have qualified to submit offers for a possible long-term lease to operate Baltimore’s Seagirt Marine Terminal and make improvements that would include a fourth berth with a 50-foot water draft.
The Maryland Port Administration said last fall it was seeking bidders for a public-private partnership at Seagirt, the Port of Baltimore’s main container terminal. The terminal now has three berths with 45-foot water depth and the original design provided for the addition of a fourth.

Canada’s new public-private partnership (P3) office is as much about educating provinces and municipalities about the project model as it is about building itself.
“The state of affairs in provinces differ and range from ones starting to think about P3s to those with significant programs ongoing and to those who have never done one or thought about it,” said John McBride, P3 Canada’s CEO.

The National Highways Authority of India (NHAI) has invited comments from various stakeholders on a pure ‘annuity’ and ‘hybrid’ model to implement highway projects on a build-operate-transfer (BOT) basis.
The ‘hybrid’ model is broadly an indirect way for the NHAI to offer the developers a higher level of viability gap funding (VGF) in the existing BOT (toll) model for four-laning of highways.
