Mexico's transport and communications ministry (SCT) has published revised bidding rules for the Punta Colonet port project in Baja California state. 





The concession will involve constructing and operating a railway line, providing rail transport facilities and related services, and building a port in Bahía Colonet, SCT said in a release.

Billionaire Carlos Slim’sImpulsora del Desarrollo y el Empleo en America Latina SA won a bid to build and operate Mexico’s Pacifico Norte highway project. 

Ideal, as the Mexico City-based construction financing company is known, will invest as much as 4 billion pesos ($306 million) on the project, Mexico’s Transportation Ministry said today in an e-mailed statement. Ideal topped bids from a consortium led by Empresas ICA SAB and from Obrascon Huarte Lain SA, the ministry said.

Goldman Sachs Group Inc. and Empresas ICA SAB raised 6.55 billion pesos ($478 million) by selling a 32 percent stake in a group of toll highways to investors through a trust fund. 

The proceeds will be used to pay debt at Red de Carreteras de Occidente, a toll highway holding company known as RCO, ICA said today in an e-mailed statement. Goldman and ICA also will add capital of 2 billion pesos to RCO. After the transactions, Goldman will own about 55 percent of RCO, down from 80 percent, and ICA will own about 14 percent, down from 20 percent.

Mexico's Communications and Transport Ministry expects to grant five highway concessions worth a total of 21.5 billion pesos ($ 1.56 billion) by the end of the year, Infrastructure Minister Oscar De Buen said Monday.

The concessions include three packages of existing highways that the government took over from private investors after the 1995 financial crisis.

The global economic crisis has caused at least four port concession projects in Mexico to fail, according to a maritime report by the UN's Economic Commission for Latin America and the Caribbean (Eclac) obtained by BNamericas.

In addition to the postponement of the 50bn-peso (US$3.82bn) Punta Colonet tender in Baja California state, the report cites three other port tenders that have been negatively affected by the lack of private companies interested in or able to carry out the required investments under the terms stipulated by the federal government.
