Gov. Bev Perdue announced Monday an innovative public-private partnership — the first of its kind in North Carolina history — designed to accelerate completion of the conflict-ridden Interstate 485 outer loop in Charlotte. The new funding strategy, unveiled at a press conference by Perdue and N.C. Transportation Secretary Gene Conti, combines public and private resources to build a new interchange and connect the only unfinished portion of the highway between NC 115 and I-85. Work on the metro area's nearly $500 million Airport Parkway project has been put on hold - at least temporarily - because of the economy. Construction on the 12-mile roadway that would link I-55 in downtown Jackson to Mississippi 475/Airport Road in Rankin County near Jackson-Evers International Airport had been slated for a 2010 start. Berkshire Hathaway chairman and world's second-richest man Warren Buffett said Tuesday that his $34 billion purchase of Burlington Northern Santa Fe Railway is a bet on America's future. It's a bet, but not just on America. Hard economic times have prompted public schools to look for or accept private financial support. Education Week reported that private donations are covering $18,000 of the $225,000 annual salary paid to a school superintendent in Indiana. In Boston, public schools worked with corporations, along with pro and collegiate sports teams, to boost school athletic budgets by more than 60 percent over the next three years ($4 million to $6.5 million).
