The government is exploring the option of a separate model concession agreement (MCA) for awarding expressway contracts.
It had recently announced setting up of expressways authority to take up greenfield ventures and act as regulator.

What target have you set yourself?
A: We have to make a visible difference. I looked at what makes a visible difference across the country. It was a minimum of 7,000 kilometres a year. Now, 7,000 translates into approximately 20 (kilometres per day) and we were doing about 2 (kilometres per day). And I said from 2 to 20 we are going to make this quantum jump.

The government may bring in major changes in road and highway sector policies deviating from its earlier stand that it would first test the market
before pumping in public resources. While talking to ET, road transport and highway secretary Brahma Dutt said that the government may spend more resources on the sector, and could be less dependant on public private partnership (PPP) mode. Excerpts:

he government is expected to complete acquisition of 3,000 acres of land for the 184-km, six-lane Mohali-Phagwara expressway by June this year. The expressway, to be developed under the public-private partnership (PPP) mode, is likely to attract an investment of Rs 5,000 crore and will be completed within two years.
