This week, Obama will unveil his vision for high-speed rail in the United States after unexpectedly adding $8 billion to the economic stimulus package for high-speed train travel -- the biggest commitment of its kind ever made by the federal government. America is miles behind. In Japan, the bullet train can wisk passengers from one city to the next at nearly 200 miles an hour. It's the same on France's TGV train, where passengers can get from Paris to Lyon in a little less than two hours. A dozen countries around the world enjoy high-speed rail, but America is not one of them.

Privately financed university campuses in the UK will be the inspiration for a wave of similar deals across the Channel, according to the French government. Valérie Pécresse, the French higher education minister, this week visited King's College in London, built under a public-private partnership worth £60m.

High-speed rail is moving ahead at high speed in Europe. Railroads there keep adding lines and increasing service, while in the United States we keep fretting about the need for better transportation but do little about it. If you're heading for Europe in 2009, you can try out several new lines, and additional lines will open by summer.

French low ceiling tunnelways of Duplex A86 comfortable to drive, France
Ever since they were first proposed by French toller Cofiroute some (including us) have worried that their low overhead tunnelways (2.57m, 8.4ft, 101 inches) would seem claustrophic and deter customers. The low height is key to the economy of having two levels of roadway and both directions of traffic in the one tunnel tube, and to making the A86 tunnelway project financeable with tolls.
