In a first for the Department of National Defence, the massive new 775,000-square-foot headquarters for Canada's national cryptologic agency will be built through a design-build-finance-maintain contract, government officials say. Earlier this month, DND announced it intends to use a public-private partnership, or P3, to construct the $880-million building for Communications Security Establishment Canada on a Crown-owned 36-hectare greenfield site on Ogilvie Road, near Blair Road.
