Sources say only two groups now have any chance of booking in for a revamped £50m PFI library deal in Liverpool.
The scheme, involving the rebuild of the city's historic Central Library, will now be contested by Inspire Partnership (Shepherd/Babcock & Brown) and Information Resources (Kier/Land Securities Trillium).

The scheme itself was eventually abandoned after the remaining two bidding parties (Telereal and Trillium) formed one company. The PFI initiative has been strongly criticised as a waste of public money and should not have been conceived in the first place.

A private consortium called Metrix was set up to finance and manage the project in a PFI arrangement. Under PFIs, projects such as schools and hospitals are built privately, with the Government paying the financiers back over decades.

Trillium has withdrawn from bidding for the Somerset BSF project but has stated that it remains fully committed to the Birmingham BSF bid for which a preferred bidder announcement is due early next week (February 2nd). The company also remains committed to its existing portfolio of PFI projects.

The decision on a preferred bidder for the Birmingham BSF project has been delayed again. The postponement of the announcement comes on the back of the council’s request for reassurance of the bidders’ funding for the scheme and also the added complication of last week’s sale of Trillium, one of the shortlisted bidders, to Telereal.
