Winnipeg city council is poised to make a fundamental change in the way the city's water and waste system is operated. The proposed municipal corporate utility will reduce city council's role in running our city's water and sewer system while expanding the role private companies will have in managing these important public assets.
City officials argue that the new utility will be 10 per cent city owned, yet some $600 million in upgrades to the city's waste water treatment plants could be 49 per cent owned by "private sector partners." The utility will also depend on "strategic partnerships" with huge companies to deliver services through lease commitments over 20 or 30 years.

AndratxThe Andratx (Majorca, Spain) city council has awarded Acciona Agua a contract for the construction and exploitation (36 years) of the integrated water cycle services for ten residential developments in the municipality, with a reference population of 5,000 inhabitants. These works, the first of their kind in Spain to be awarded using the Competitive Dialogue procurement procedure, represent an investment of 120 million euros, which includes the total cost of the works in each residential area and the finance portfolio for the works.

Engineering consultancy Scott Wilson Group got a four-year contract worth more than 10 million pounds from construction firm Costain Group to provide multi-disciplinary services for a European waste management deal. "This is the third major waste treatment contract for Scott Wilson, following its successful delivery of Lancashire Waste PFI and the earlier appointment to the Derbyshire waste treatment PPP (public-private partnership), Scott Wilson said in a statement on Tuesday.

The European Investment Bank is believed to be in the process of doubling the £300 million fund established to get BSF projects back on track.
The EIB has held talks with Partnerships for Schools to make more funds available following the lack of finance being available through the normal banking system.
